Steam radiators use an air vent valve, not the large valve at the base, to control heat — a detail that trips up a lot of NYC apartment dwellers used to hot-water systems elsewhere.
Why the main valve should stay fully open or fully closed
Partially closing a steam radiator's main supply valve can cause banging and water hammer as steam and condensate fight past the restriction. The main valve is meant to be either fully open or fully closed, never partway.
What the air vent actually does
The smaller valve releases trapped air so steam can fill the radiator. A failed or clogged air vent is the most common cause of a radiator that never gets fully hot, or one that hisses constantly instead of venting normally.
When to call for service
Persistent hissing, a radiator that never heats evenly, or dripping from the valve itself are all signs worth having checked — often a simple vent replacement, occasionally a sign of building-wide pressure or venting issues.
